How can I compile code generated for a Raspberry Pi without a connection to the said Pi?

Dear Colleagues,
I have trouble connecting Simulink running a Windows PC host to a Raspberry Pi (RPi) after updating the security of my network. So I am trying to find a way to compile the code in folder MMM_rtw, where MMM is the model name, without a connection to RPi. Ihave not yet been able to unroll the unholly combination of m, mat, and makefiles in the said folder.
Is there a documentation page somewhere thay explains how to do this? Has anyone found a workaround? I am trying to make some progress while I wait for TMW Tech Support answers.

MathWorks Tech Support confirmed that a connection between the host (or development) computer is required to build an Excutable and Linkable Format (ELF) file for the Raspberry Pi target. The code is generated on the host (or development) computer and compiled and linked on the Raspberry Pi target.
