How to plot excel data using frames and samples?

I currently have an excel spread sheet that contains 4 columns and tons of rows. Does anybody knows how to plot the data taken from an excel sheet and apply sample and frames onto the plotting window? Here is the info for the given number of frames and samples.

 A [20 40 80 160] (FRAMES)
 B [40 240]       (SAMPLES)

Also, how can you plot a given wav file using the same frames and sample???

Josh - how does the data in the Excel spreadsheet, which when imported will be a Nx4 matrix, relate to frames and samples? Is a column a frame, and each row make up the samples within that frame? What do the A and B from the above mean in terms of this data?

You forgot to attach the workbook. And what does "apply" mean to you? Can you make such a plot in Excel? And if so, put it in your workbook and/or attach a picture of it here.
