Which MATLAB version are you using ? I am using R2022a, it is having 'more' button under 'Learn' which opens Learn tab that contains control design onramp

To launch Control Design Onramp course in your desktop you need to have MATLAB version of R2020b or later.
If your version is R2020a or prior Download the latest version of MATLAB if you already have a license, or request a free trial. (or) you could take the course using Simulink Online : https://matlabacademy.mathworks.com/details/control-design-onramp-with-simulink/controls
