Error 676 there are too many licenses to display - need offline install package - WINDOWS 10, 2021b

This is a regular problem for me. When building an offline installer for a lab not on internet, I use an internet pc, login as normal, launch installer stub, then when it goes to list out my licenses , I get the error 676: there are too many licenses to display.
I worked with MATLAB help desk - to no avail. This bug has been in the system FOREVER.
I want to build a install package that matches my license features - trying to avoid 30GB ISO

There used to be a Mathworks post about the error. The remaining summary of it that I have was that you might need to use an activation key instead of activation client. On the other hand offline install would normally be using activation key if I recall correctly, so I am not sure what is going wrong

Hi! It is my understanding that you are getting error 676 when trying to install MATLAB. The error can occur if you have over 100 licenses for MATLAB. This may also occur with R2008a if you have over 50 licenses. The installation client is only able to handle a limited number of licenses.
There are two approaches to resolve this error:
First approach, instead of selecting a license, you can utilize the activation key associated with the license you are attempting to install. This bypasses the error that prevents license selection.
To find the activation key or file installation key associated with your license, refer to the following link.
If you encounter a License Manager Error - 348, it means that another user is already linked to your license. For Individual or Designated Computer licenses, only one user can be associated with the license at a time.
If a user has been mistakenly added to the license, you should contact the license Administrator to have the user removed. If you are the Administrator of the license, you can find instructions on how to add or remove an end user in the link below.
The second approach to bypass this error is to have another user, who has fewer than 100 licenses linked to their MathWorks account, log into the installer instead. By doing so, the error should not appear, allowing you to proceed with the installation smoothly.
