Dear Shery,

Have you looked at this page of the file exchange if you find an appropriate code that can help you for determining the license number?

For Face Recognition you could this Mathworks documentation. Many examples are provided how to perform this task.

If you have completed both tasks, you could use a database to connect the person to the plate number.
