假设，有12个数组，数组中个数不等，然后在这些队列中取33个数算平均数，找到平均数最接近给定的值，该如何实现呢？或者用什么算法能实现？

每个数组，最少取一个？（否则，可以只考虑放在一起。）
这样的话，可能出现很多种情况。不能历遍，试试遗传算法。不保证最佳。
