@Chris, yes you can use the chi squared test to test whether the distribution of results fits an expected distribution. If the expected number in a bin is less than 5, combine with an adjacent bin or bins until the expected value is at least 5 in each bin.
I do not understand what you mean by "The forecasts of event A: 500 and the observations of event A: 400." Can you elaborate?
