Bring Legend axes 1 on top of axes 2 plot.

Hello
How can I bring the legend of axes 1 on top of the graph of axes 2 in a plottyy figure?
I am showing on top the axes 2 as this is the last treated axes and because if axes 1 were to be on top axes 2 would not be visible at all.
Attached is an example of the obtained layers.
