When installing MATLAB, I get the error "Error 5 running command setup.exe".

Delete the _temp_matlab_R2021b_win64 folder and then run the EXE again. If it still doesn't start, open the _temp folder, then go to bin, win64, and then launch "MathWorksProductInstaller.exe".
