How did you try to "resolve the host name"? Are you sure you're connected to your license server and the internet? Did you contact your license administrator like it said?
If I were you, I'd just try to upgrade to the latest version -- 2016 is 7 years old now, it's past time to upgrade. Maybe 7 years ago you were in some kind of license pool and that is no longer being maintained today.
