Join timetable by time?

I wnat to join some tables by Time.
I have 34 tables .csv files, like this:
I would like to join in just one table. Like this:
with frist column a Time, NaN were we do not have observation (column "Media") end station name in VarName (colum "EstacaoCodigo").
I try to use the join and outerjoin. But I can not do this. Can someone help me?

Can you show the call you made to the synchronize function to attempt to synchronize two of the timetables, show the results (or errors) you received, and explain what about the result (if you received one) didn't meet your needs?
