normalize cvs file to 0-255

i have cvs file contains patient id and features.my quesition is that i want to normalize numerical values to 0-255 .first row is features name and the fisrt column is patient id .ı want to start normalize the cvs file from second column and row . i dont know how to do it .thanks in advance .
