- License File Location: Ensure that both MATLAB versions (R2014a and R2016b) are using the same network license file (network.lic). This file should be placed in the “etc” folder of your MATLAB installation directory. Verify that the license file has not expired and that it is accessible to both versions.
- Firewall and Network: Check if there are any firewall rules or network restrictions that might be blocking the communication between your workstation and the license server. MATLAB requires certain network ports to be open for proper communication. If you have a network firewall, make sure it is not blocking the necessary ports.
I have a Windows workstation using the same network.lic. R2014a can checkout the License. R2016b cannot.

I have a Windows Workstation with R2014a and R2016b. Both versions have the same network.lic that points to the same R2016b License manager Server. R2014a can check out the license fine. R2016b cannot check out the license. The licensing error code is -96,491. The files are correct and in the right place
