"Unable to check out a Simulink license". Reason: 'License checkout failed.'

I have been using MATLAB/Simulink on my personal laptop for over a year as part of studnet license at university however just recently it wont let me open Simulink, suggested that the license sheckout has failed. Some of the details of the error are below.
"Unable to check out a Simulink license. Reason: 'License checkout failed.
License Manager Error -15
Unable to connect to the license server.
Check that the network license manager has been started, and that the client machine can communicate with the license server.
Licensing error: -15,0.'

Hi Fred,
I understand you are unable to connect to the license server. Ensure that the license server has the license manager running. If the license manager is not currently running, proceed to restart it.
This often resolves the issue. For more information on how to restart the license manager, refer the following:
If the above solution doesn’t work, ensure that the TCP port numbers utilized by the license manager are not already occupied by another application. To identify the port numbers assigned to the license manager, consult the SERVER and/or DAEMON lines located at the conclusion of the license.dat file.
