Desktop Language Option is Missing

Very good day.
Have been trying to reset the Desktop language but failed to see the option being available as mentioned in other posts. Please refer to the first attachment. The reason I want to do so is to make sure that I can read the message shown in English when I move my cursor over some features of MATLAB instead of in Mandarin. Please refer to the second attachment. Before I upgraded to R2023b it was all in English.
Any comments and help will be very much appreciated. Thanks.

The following article, https://www.mathworks.com/matlabcentral/answers/1970029-why-cannot-i-see-the-desktop-language-option-though-i-set-the-locale-setting-to-korean, seems to deal with a similar issue. Did you have a chance to look at this yet to resolve your issue?

Hi Kiam,
I understand that you are facing an issue related to MATLAB desktop language where you are seeing Mandarin instead of English in some of the features. You can refer to the following MATLAB answer which describes five different approaches to resolve such issue.
