I noticed that the issue you're encountering isn't related to setting up the initial variable. You've correctly configured the integrator to generate height from velocity, with an initial state of 60 meters. This is the integration constant relevant to the problem and its initial conditions.
Moreover, whenever an assessment is unsuccessful, you'll notice a "Requirements" section on the right pane of the Simulink Onramp window. All the tasks that you've completed will be marked with a green checkmark. However, if there's something you didn't do correctly or missed, it will be marked with a red cross. This feature should help you identify any oversights in the task and correct them.
As for your specific issue, you need to branch the "h" signal to the switch block that you added in the first step. Also, ensure that the condition is set correctly so that it can select the appropriate drag values from the constants.
