Hello all
I tried changing all the possible ways that I know but still couldn't figure out the isses.

You have passed extra parameters to ode15s. The meaning of passing extra parameters has not been documented for more than a decade, and you cannot count on it working.
You should instead be using
[T, Cs] = ode15s(@(t,X)ASS_minimal_pbpk_model(t,X,Dparams,Sparams), T_SPAN, Init_con, options);

Fortunately, It worked without any changes after restart the PC.
