Hi,
To simulate an inverter of an Electric Vehicle (DC source, 3phase inverter, IPMSM), is better to use blocks of simscape electrical or specialized power systems?

The choice would depend on many factors, such as multi-domain simulation, required level of fidelity, and so on. For this application, I would probably go with Simscape technology, although I may be a bit biased. This way, the model can be extended in the future with other domains/products such as thermal, fluids, drivelines. For a starting point, you can check this simple example in Simscape Electrical:
