Why is the Start Page for App Designer and Simulink Blank or Unresponsive in R2021a?

I am unable to open App Designer Start Page properly in R2021a.  After running the command below, I see a blank frame, and App Designer fails to open.
>> appdesigner
This same issue occurs when I launch the Simulink Start Page
>> simulink
or try to open a "uifigure"
>> uifigure
I can use R2020b without any issue on the same computer.
I am not using a proxy server, and I have ensured that my Windows OS and Graphics driver are up to date.
How can I resolve this issue?

This is a known bug with R2021a in certain environments.  Please refer to the Bug Report linked below for fixes and workarounds.
