According to my understanding, you are working on two phase fluid network and trying to model a two phase flow regulator that maintains the pressure on both the sides.
SIMSCAPE library provides two useful build-in library blocks:
  1. Two-Phase Fluid Properties (2P) block: The Two-Phase Fluid Properties (2P) block sets the thermophysical properties of a fluid in a two-phase fluid network.   2. The Check Valve (2P) block: The Check Valve (2P) block models a directional control check valve in a two-phase fluid network. The valve maintains the fluid pressure by opening above a specified pressure and allowing flow from port A to port B, but not in the reverse direction. The pressure differential that opens the valve is specified in the Opening pressure specification parameter. This value can be either the pressure difference between ports A and B or the gauge pressure at port A. You can use the above two blocks to set the properties of two phase fluids and model their flow in the valve.
