Your error log has ‘code = 16, message = license checkout failed’ messages which suggests that you have issue with your license manager. You can leverage the following MATLAB answer to know more about the error message:

But since your MATLAB Production Server was working with 2 workers but not with 3, it might suggest that your license only allows you to have 2 workers at a time. The default is 2 to provide some degree of high availability, but you can change the count to any number you wish, as long as you keep your worker count below the number you have been licensed.
