Will MATLAB R2024b Simulink run on Windows Server 2016 Datacenter?

We have Windows Server 2016 Datacenter running MATLAB R2023a.
I know that the system requirement for R2024b is Server 2022. That is also the system requirement for R2023a but that installed and is running fine on this server and there is a request to update MATLAB to R2024b.
MATLAB R2023a is used for Innoslate-JWA-MATLAB-simulink testing. MATLAB R2024b startup fails with the following libmwlmgrimpl.dll error. The specified procedure could not be found. I don't understand why R2023a is working when the server does not meet the minimum requirements. How can I verify which products the initial R2023a was installed with?

With "How can I verify which products the initial R2023a was installed with?", if you mean configuration in your system, then you can try "ver" command.
As per https://in.mathworks.com/content/dam/mathworks/mathworks-dot-com/support/sysreq/files/system-requirements-release-2022a-windows.pdf, after R2021b Windows Server 2016 should not be supported.

The technical article here is specific to the error message you shared.
I noticed you wondered also "about the why". I do not know that and the article also does not answer that. I fully respect your curiosity, however please keep in mind, even if you understand the reason and even if you personally find a way to have MATLAB start sucessfully, follow-up issues may come up. In my personal experience your end users (my assumption is you are from IT) will have written MATLAB code infacting with office products; or they will generate code with a C compiler; or they will use 3rd party products on top of MATLAB not created by MathWorks; etc. All those scenarions have possibilites to create costly issues as they are discovered later in the process. "Not supported" / "unqualified" does not mean it cannont work, it means the product / OS combination was not tested.
