If I replace old version (R14) running on a 20 y.o laptop with Windows 7 with all new laptop, newest Windows and latest Matlab version, will my old toolboxes still be useable?

If I completely replace my old computer, windows 7 and R14 with the latest and greatest system and version, plus newest Windows, do I need to also buy the toolboxes that are part of my FSAE advisory and teaching package? Cost is not a high priority as much as will my dozens of old Vehicle Dynamics GUI and Fortran based packages still run, be salvagable, or do I start all over with the latest features ?

R14 was long enough ago that Mathworks would not permit you to pay retroactive Software Maintenance Service to bring your license current. You would have to purchase a completely new license.
You cannot use old toolbox licenses with newer versions of MATLAB; toolbox licenses are valid only for the version your purchased against, together with all previous versions of MATLAB.
I suspect that Vehicle Dynamics has changed enough over the years to make old configurations of low value, but I do not know for sure.

Fortran packages would likely have to be adjusted.
The permitted fortran compilers has changed several times since R14. Currently, for Windows, the only supported Fortran compilers is Intel OneAPI -- which did not even exist in the days of R14.
At some point after R14, support was added for 64 bit interfaces. For a while, there were compiler flags that could be used to get access to the old interfaces; I would be relatively sure that by now those compiler flags are no longer supported and Fortran code would have to be adjusted for the newer 64 bit interface.
Note: if your code uses complex numbers inside of Fortran than more interface changes are needed since R2018 (if I remember correctly.)
