Can I use home license to develop and publish MATLAB applications, and only buy standard or startup license before releasing paid versions?

Here's my plan:
  1. Use home license to develop and publish a free MATLAB application.
  2. If I can accumulate enough users, register a company, and buy standard or startup license.
  3. Release free and paid versions.
Does this violate MathWorks's licensing policies?

To me, this approach makes a lot of sense. However:
  1. I am not a lawyer
  2. I don't work for Mathworks
The only people who can give you an official answer is Mathworks support. You can contact them through the 'Contact Us' link at the bottom of the page. Please note that their response speed may be reduced, since there is probably a ticket backlog from the recent ransomware attack.
