Call adjacent element in row

For element 12 in 2nd column, I need to know the corresponding element (neighbor/ adjacent) in column 1 (1,2,3 in column 1 is adjacent to 12). I tried INTERSECT which gives me row number where they intersect. From that information, I need to search element in 1st column. Is there any direct way to do this? Thanks.
