How to create a flat window function in matlab with the given specifications?

This is the required window function in time and frequency domain respectively with n=256 . The specifications are :(0.11 , 0.06 , 2x10^-9 , 133) defined as : NB: Fcap means FFT domain
Theory state this could be defined as the sum of 31 adjacent dolph chebyshev filters with the specifications ( 1/22 ,10^-8 , 133 ) , where the specifications are defined as :
