Delay based on phase shift- how to do in SIMULINK ?

My circuit works on a signal that has arbitrary frequencies. There are some points in the circuit where I need to apply various phase shifts ranging from 90 degree to 180 degrees. The unit delay components available in Simulink are not satisfactory, since the system works on constantly varying arbitrary frequencies. Are there any other methods to achieve this phase shift ?

Have you tried the Variable Time Delay block? It will be difficult to implement various phase shifts though
