Yes, you set the axes Position properties. See http://www.mathworks.com/help/matlab/examples/changing-axes-properties.html
Note: if you set the Position of an axes yourself, be sure to do it after you have created all subplots() you are using.

You can set it any number of times. The location depends on what units you choose and how the figure is resized. Your main control over how the axes are sized relative to the figure is to select the Units property. The axes properties are described in detail here:

Location is relative to the parent container. Most often the parent is the figure, but it could also be a uipanel or uitabgroup .
