Custom neural network function(s) for dummies

I'm trying to create my first transfer function for a custom neural network. It's basically an hyperbolic tangent function with some extra features, but I simply can't understand how to implement it and the documentation is quite unhelpful for this kind of tasks. The question is: could you explain in a MATLAB newbie-friendly way how to write and implement them?
