The general answer to "How can you get" a particular code is that you can write the code.

The authors of that article say specifically that they implemented LEACH-P in MATLAB 7.0 . As I indicated "you could check to see if they made their source available". That means that you look up the author names, you search for web sites from them, you see if they have posted their code; if you do not find it then you can find the email address of the corresponding author and ask for the source code.
No-one here has the source code. No-one here is going to write the source code for you (unless perhaps you hire someone.) Those authors did implement LEACH-P in MATLAB and might have made their code available; it is now up to you to check.
