I wonder what the issues are in designing a fuzzy controller into a system generator.
A break-up of issues and then we can address them one-by-one.

There are not all supported blocks in system generator toolbox. I have tried to do it, but, I do not find the neccesary blocks to create fuzzy logic controller. May be, you can use "black box" in system generator to import vhdl code. https://www.mathworks.com/matlabcentral/answers/79733-converting-fis-file-from-fuzzy-logic-toolbox-to-vhdl-using-system-generator-or-other-application
