using the histogram based segmentation is it possible to divide an Number plate image into six segmented images

Not always. I have seen an antique license plate from the North-West Territories in which the plate number was 0 (zero). It is difficult to divide such a plate number in to more than 3 histogram areas (outside, boundary, and inside.)
