How are the vertex coordinates of a 3d patch defined? Is it possible to scale a patch by having vertrices and face information?

I have a 3d patch and its vertex coordinates are like:
-0.6660 0 2.3060
-1.6440 0 3.7400
-0.6660 1.6000 2.3060
-1.5050 9.6000 3.5140
-0.4700 9.6000 2.0550
-2.3700 9.6000 5.0800
-2.4610 0 5.2710
-3.0550 9.6000 6.7320
-3.1070 0 6.8820
-3.5500 9.6000 8.4510
...
I do not understand. How the coordinates could be numbers like -3.0550 or 6.732? How are these coordinates defined?
And is it possible to scale this patch to a smaller size having this coordinates and the "face" vector?
