You can adapt the arrow file-exchange function to your needs.
Why not use quiver since it's probably the simplest solution. Homework?

how to use this arrow plotter ?? I typed help arrow plotter in matlab but couldnt get it.

You need to download it from the link provided in my answer. Then place it somewhere in the Matlab path or the current directory before being able to call it.
