Problem with MCR: MCR Installer Error 1904.Module

I am trying to install the MCR 7.8 64 bit on deployment machines, and am always getting this error near the end of installation when the modules are being registered. Message is:
Error 1904.Module "path"\win64\mwcommgr.dll failed to register HRESULT -2147023782
And the same message also comes for \mwcomutil.dll
When I deploy the 32bit version it installs OK, but we now need the 64bit version.
Any idea how to correct the problem? The error has been encountered on Win 7, 8, and 10 machines.
