delay due to up sampler and down sampler

Given the expression y = upsample(x,2), what will be the delay between input x and output y.
Given the expression p = downsample(q,2), what will be the delay between input q and output p.
for example when p is plotted against discrete time and q is plotted against discrete time in matlab operations, there could be a significant difference between the start time of p and the start time of q
