Are these uitoolbar issues solvable?

I'm designing a new UI using MATLAB R2016b.
1- I'm designing my own 'uitoolbar' and I really don't like the fact that the transparent color of icons cannot be sent for push/toggle buttons.
2- I'm noticing great differences in using the same UI under windows 7 or 10. For instance toggle buttons can actually be "pressed" only in win7, whereis in win10 after clicking the toggle remains the same.
I've been searching everywhere on line trying to solve these issues but I did not find anything useful.
