I have an input matrix of 17X4 and output matrix of 17X8, is there any method to fit regression with these many input and outputs together?

Can you solve the problem with 4 inputs and 1 output? I hope so. Just use backslash.
Then solve it 8 times. WTP? Loops are not always a bad thing.
In fact, backslash is effectively vectorized for you already, in that
coefs = inputs\outputs;
actually solves the problem you asked about.
