Are you referring to https://www.mathworks.com/matlabcentral/fileexchange/36111-emotiveeg-headset-toolbox ?
If so, then NO, it is not a "validated" tool box. User contributions to the File Exchange are not "validated".
You might wish to describe the symptoms you are observing.

fMRI is often handled by using SPM, https://www.fil.ion.ucl.ac.uk/spm/ . It can also do some EEG work.
There are multiple EEG related toolboxes around. I have not done any EEG work myself, so I am not familiar with them.
