This page that is part of the Getting Started section of the page I linked earlier states:
"The MATLAB Engine API for Java is included as part of the MATLAB product. You must have JDK™ 7 or a later version installed to build a MATLAB Engine application for Java."
If you have release R2016b or later, you should have it. If you have an earlier release, you'll need to upgrade.
