You cannot have ";" to separate parameters.
Perhaps
[TrainingTime, TestingTime, TrainingAccuracy, TestingAccuracy] = ELM('sinc_train.txt', 'sinc_test.txt', [0;1;radbas]);
... it would help if you posted the code in the body instead of the title, as the system modifies titles.
