No, the Bioinformatics Toolbox should work in all versions of MATLAB.
Are you having trouble accessing data from NCBI ? That's a problem due to NCBI changing their protocol from HTTP to HTTPS. You can download a patch that will fix that problem in recent versions of MATLAB.
If you're having some other problem with the Bioinformatics Toolbox, you will need to provide us with more information before we can help.

Bioinformatics Toolbox is a Mathworks product.
The easiest way to get it is through the Add-On Explorer . If you do not already have a license then Add-On Explorer will normally offer to let you purchase.
(There are some cases that Add-On Explorer cannot handle)
