The file exchange has several mlp contributions such as https://www.mathworks.com/matlabcentral/fileexchange/54076-mlp-neural-network-with-backpropagation

You can design a MLP using the Neural Network Toolbox.
This is orders of magnitude easier than trying to code it yourself.
