E.g., fixing up one operator in your equation
x = -10:0.01:10;
Y = (x.^2-4*x+3)./(x.^2-6*x+8); % <-- You needed to use element-wise divide operator ./ here
plot(x,Y)
grid on
set(gca,'Ylim',[-2 4])
title('Y = (x^2-4*x+3) / (x^2-6*x+8)')
xlabel('x')
ylabel('Y')
