Trying to use webread to read data from a TX Railroad Commission Website

I'm trying to use webread() to read query data from the Texas Railroad Commissions drilling permits search query (seen here) but I'm not as familiar as I should be with HTML/POST/UTF-8/etc. Can someone please help me setup a simple search, with a generic API No.? ('30132778' should return results).
How do I know what to call the search value names? (Like "searchArgs.apiNoHndlr' , '30132778'"). And do I have to pass in EVERY searchArg?
Any help is much appreciated.
