How to get IMLApp for COM automation server in C++

The mlapp.tlb type library indicates that the MLApp coclass implements IMLApp. However, trying to obtain this interface fails:
CoCreateInstance(CLSID_MLApp, NULL, CLSCTX_LOCAL_SERVER, IID_IMLApp, (void **)&mlapp)
Creating using IUnknown or DIMLApp works, but then QueryInterface to get IMLApp fails. Using the dispatch interface from C++ is very annoying. Why is the IMLApp interface not available?
