wanting to input a sound signal->processes it with adjustable parameters->output sound signal. preferably no simulink no GUIs

Not sure what you want to do, could you be a bit more specific ?
Did you already try something ?
To load files, you can use
load
To deal wih audio files you can have a look here

I'm looking to create a phase vocoder model in matlab. i would like to scale both the frequency and time domains of audio signals by using phase information. Utilising frequency-domain modifications to a digital sound file such as time expansion/compression and pitch shifting.

Yes it is very useful but I'm looking for a much simpler version of this (not using objects) as my matlab skills are rather basic.
