Help in converting the basic algorithm to simulink

Hi,
I am trying to control two motors using Fuzzy logic control in Simulink. As per the diagram, the pump output should stop and return the previous output value when it reaches zero error. For example, if the setpoint is 0.75, it should reach fast and stay at previous output at zero error. Hope the basic algorithm is understandable. I have tried one program, which output changes only when it passes the setpoint (error). Any thought about output error correction algorithm?

Any help would be appreciated. Thank you.
