I am trying to design a predictive model in Simulink that could train itself. But I am stuck at designing a CART in Simulink.

Your question is pretty general, but here you can find guidance how to simulate neural networks in Simulink, or insert a neural network block into a simulation: https://www.mathworks.com/help/nnet/creating-simulink-models.html
