How to find the position of an element in a cell array which corrospond to the same position in other different cell??

If the 1st Pic is (veh_linlanes), each row has the exact lane of each vehicle on the traffic network in each time step. While The 2nd pic is (veh_speeds) which contains the particular speed corresponding to exact link of the 1st array.
How to detect the speed values corresponding (ONLY) for a specific lane in veh_linklanes say "40-3"?
